Bernie Francis

Bernie C. Francis (2009)

Bernie Francis was appointed to a six-year term on The Texas State University System Board of Regents by Governor Rick Perry in November 2003. He was voted Chairman in November 2007.

Mr. Francis is CEO of Business Control Systems, a professional services firm and MEDunique, a medical staffing firm in Carrollton, Texas. Mr. Francis has served as chair of the Texas State Technical College Board of Regents. He is past chair and current board member of the North Central Texas Workforce Development Board. Mr. Francis served on the Carrollton City Council and is a member of the Dallas citizens Council, the Greater and North Dallas Chamber of Commerce and the Dallas/Fort Worth Minority Business Development Council. He also served in the United States Air Force during the Vietnam era. Mr. Francis was appointed by Governor Perry as part of the Task Force on Higher Education Incentive Funding in January 2008.

Mr. Francis received his B.S. from University of Texas at Dallas.
