Donna N. Williams is a Vice President and Program Manager for Parsons Infrastructure and Technology, Inc., a subsidiary of the Parsons Corporation.  The Parsons Corporation is a global engineering and construction leader in facilities, industrial processes, communications, infrastructure, transportation, water, advanced technology, environmental and planning markets, provides technical and management solutions to private industrial customers as well as federal, regional and local government agencies.

A mechanical engineer, Ms. Williams has twenty five years of program management, business development, project management and engineering design and construction experience in the government and the private sector.  

She is directly responsible for the Technical Support Services Contract (TSSC III) for the Southwest Region --Texas, Oklahoma, Arkansas, Louisiana and New Mexico.   The TSSC III is a nation wide multi-year contract with the Federal Aviation Administration (FAA) potentially in excess of $1.3 billion.  The contract covers a wide range of equipment and structures for the National Airspace System and involves upgrading the equipment and systems for air traffic control towers, air route traffic control centers, runway landing systems and navigational systems.

In 1993, Ms. Williams received Parsons’ "Engineer of the Year" award.  In 1999 she was selected to serve on the Corporation’s Leadership Council.

US Black Engineer & Information Technology selected Ms. Williams as One of the 100 Most Important Blacks in Technology for 2006.  The National Women of Color in Technology Conference honored Ms. Williams with the 10th Annual Community Service Award in 2005.  The Women’s Transportation Seminar for the Greater Dallas/Fort Worth Chapter honored Mrs. Williams as a “Woman of Inspiration” in 2002.

In 2003, President George W. Bush nominated and the U.S. Senate confirmed Ms. Williams as a Director of the Corporation for National and Community Service.  Previously, she served on Governor Rick Perry’s Blue Ribbon Volunteer of the Year Award Selection Panel.  In 2007 she served on the Texas Inaugural Committee at the request of Lt. Governor David Dewhurst.

She is a proud member of the Arlington Alumnae Chapter of Delta Sigma Theta Sorority Inc., the Texas Federation of Republican Women, Republican Women of Arlington and the Women’s Golf Association.  She is also a board member of the Dallas African American Museum and Laura W. Bush Institute for Women's Health.

Ms. Williams holds a Bachelor of Science degree in Mechanical Engineering from Prairie View A&M University.  She is also a certified Personal Trainer from the Cooper Institute for Aerobics Research.

Ms. Williams is married to statewide elected official, Michael L. Williams, Texas Railroad Commissioner and is a member of the Potter’s House Church in Dallas, Texas.
