Daniel Harper joined The Texas State University System in September 2012 and has served as the Vice Chancellor & Chief Financial Officer since January 2018. In this role, he provides oversight for the financial operations for the System’s seven member institutions and System Administration, with a focus on investments, treasury, debt management, risk management, capital construction, financial reporting, and financial issues before the Texas Legislature. He also serves as the Treasurer of the Texas State University System Foundation.
Harper earned a Bachelor of Arts in Economics from Austin College and a Master of Business Administration with a concentration in Finance from the University of Texas at Arlington.
Harper is engaged in civic and community service. He has served on numerous higher education related committees of the Texas Higher Education Coordinating Board. From November 2016 to July 2025, he has served on the Housing Authority of the City of Kyle, where he held the position of Chairman for the entirety of his tenure on the Board. In 2022, Lieutenant Governor Dan Patrick appointed Harper to the State Employee Charitable Campaign Committee, and he was selected as a member of the Executive Committee of the Texas Association of College and University Business Officers (TACUBO). Most recently, Governor Greg Abbott appointed Harper to the State Pension Review Board (Sept 2024).
